Welcome Emily!
Emily Blaydes is a Policy Manager at the National Association of Affordable Housing Lenders (NAAHL).
Prior to joining NAAHL, Emily was a staffer on the Senate Banking, Housing, and Urban Affairs Committee working on topics related to housing, community development, and credit unions. Emily has also worked as a legal aid attorney in Massachusetts.
Emily holds a Bachelor of Arts in History and Political Science from American University and a Juris Doctor from Northeastern University School of Law.

Aaron Shroyer is the Director of Policy and Advocacy at the National Association of Affordable Housing Lenders (NAAHL). Aaron focuses on affordable housing supply and CDFIs.
Aaron most recently served as the special assistant to the president for housing policy at the White House National Economic Council, where he led the development and implementation of the administration’s housing policy agenda. Aaron previously served as a senior policy adviser in the U.S. Department of Housing and Urban Development (HUD) and as a policy adviser at the Domestic Policy Council. Aaron previously worked at the Urban Institute, where he advised governments and foundations on policy and grantmaking strategies related to housing and community development. Aaron began his career working for the City of Kansas City, Missouri.
Aaron earned a bachelor’s degree in government and a master’s degree in leadership and public policy, both from the University of Virginia.
Megan has been promoted to Senior Director!
Megan Cheney joined NAAHL in March 2025 and is the Senior Director of Policy and Research at the National Association of Affordable Housing Lenders (NAAHL). Megan focuses on the Community Reinvestment Act, affordable homeownership supply, and housing finance.
Her resume includes more than a decade of Capitol Hill experience, including more than nine years on the Senate Committee on Banking, Housing, and Urban Affairs. As a senior staffer on the Committee, Megan handled a policy portfolio that encompassed housing finance, single-family housing, and the Community Reinvestment Act.
